Appealing against a Penalty Charge Notice (PCN)

How do I appeal against a Penalty Charge Notice (PCN)?

If you receive a penalty charge notice that you feel is unfair, you can challenge it. You can use the online forms shown below.

If your challenge is received within the first 14 days of the notice being issued, it will be frozen at the discounted rate until we send out a response. You can complete and submit the Challenge against a Penalty Charge Notice online form to appeal.

If you do not pay the notice within 28 days, you will receive a document called a `Notice to owner' explaining how to make a formal representation, or pay the full penalty charge. You can complete and submit the Representation against a Notice to Owner online form to make a formal appeal against a Notice to Owner.

If we decide a notice is valid and you disagree, you can appeal to the Parking Appeals Service.

An independent adjudicator will then review your case and his or her decision will be final.

If we clamp or remove your vehicle and you feel it is unfair, you can challenge it after paying the release fees. You can complete and submit the Representation against a Vehicle Clamp or Removal online form to appeal. Or, you can write to:
