Subterranean Development Supplementary Planning Document

Draft Subterranean Development SPD

The consultation on the Draft Subterranean Development SPD has now closed. The SPD will be adopted by April 2009.

The Royal Borough of Kensington and Chelsea is currently experiencing an unprecedented number of planning applications for Subterranean Development, including basement extensions, some large enough to accommodate swimming pools, car show rooms and/or gymnasiums.

In response to this, the Council commissioned consultants, Ove Arup, to scope the issue of Subterranean Development in greater detail to consider the real or perceived impacts of this type of development. Ove Arup’s findings are presented in the Subterranean Development Scoping Study below and used by the Council to prepare a draft Subterranean Development Supplementary Planning Document (SPD), which the Council has published for consultation.

The draft SPD, together with all other supporting documents, are available below. However, copies of the documents are available for inspection at the Planning Information Desk, Town Hall and at all local libraries in the Royal Borough.


About the draft Subterranean Development SPD

The draft Subterranean Development SPD sets out the Council’s planning guidance for the construction and development of subterranean development, including basement extensions, in the borough. This draft SPD supplements Unitary Development Plan Policy CD32 and will inform the Council’s policy approach to subterranean development in the Local Development Framework (LDF). The draft SPD sets out detailed guidance on the following material planning considerations: historic environment; use, comfort and safety; flooding; environmental sustainability; construction method statements; mitigating noise and nuisance; design and trees / landscaping.

The comments raised during the consultation will be recorded. Officers will consider a response and propose amendments to the SPD and/or Sustainability Appraisal where appropriate. The final SPD, together with the schedule of comments and officer responses, will then be presented to Councillors.

Subterranean Development Scoping Study

The Subterranean Development Scoping Study, prepared by Ove Arup, considers the types; construction methods; and potential issues and impacts associated with Subterranean Development.

Earlier this year, the Council sought your views on the draft Scoping Study. Approximately 75 people attended a workshop held on the 11 March 2008 at the David Game House, Notting Hill Gate, raising nearly 100 comments. In addition to this, 35 people and organisations wrote in with a further 200 comments. The comments were put to Arup, who provided responses to the comments, where appropriate to their expertise. The remaining comments were forwarded to various Council departments who also provided responses. These comments, together with the responses and revised Scoping Study, are available below:
