Supplementary Planning Documents (SPD) and Supplementary Planning Guidance (SPG)

What is the difference between an SPD and an SPG?

Supplementary Planning Guidance (SPG) is non-statutory guidance which supplements Unitary Development Plan (UDP) policies. Only the policies in the UDP have the special status afforded by S54a of the Town and Country Planning Act, 1990 in deciding planning applications.

However, the Government advises that SPG may be taken into account as a material consideration, the weight given to it increases if the SPG is prepared in consultation with the public and has been the subject of a Council resolution.

Supplementary Planning Documents are similar to the Council’s existing Supplementary Planning Guidance. They elaborate on the current Unitary Development Plan policies and, in future, the Development Plan Documents, with which they must be consistent. Supplementary Planning Documents are capable of being a ‘material consideration’ in determining planning applications but they are afforded less weight than the Development Plan Documents. SPGs will gradually be replaced with SPDs as the new Local Development Framework phases out the UDP.
