What is the aim of the project?

The 'Royal Borough 2028' project has sought to determine what changes the Royal Borough might be subjected to over the next 20 years, the type of borough the Council would wish to see at the end of this period and how the decisions it takes today can be informed by the consideration of the long-term future.

How was it done?

The output of this work has involved many people and organisations in the Borough, including Cabinet, Councillors, residents, officers and young people. Over the course of twelve months a variety of meetings took place between these groups. As a result there were a range of views - outlined in the final report - about the future of the Royal Borough.  The final report explains the project in detail and can be obtained by contacting the Council at the address below, or by downloading a copy:

The outcome

The project has moved through a series of phases and each of these is explained, with the help of diagrams, on a summary leaflet as well as in the final report. In each phase, the project is based on a thorough understanding of the history of the Royal Borough and the position it currently finds itself in. For more information see:

Drivers of Change

The first formal phase of the project was to establish what might drive change in the Royal Borough over the next 20 years. Through careful analysis of a wide range of sources, various factors (the drivers of change) were established as being the most impactful on the Borough. A long list of drivers, 48 in total, was initially produced. Following this, work was done with Cabinet to prioritise this long-list and a set of 24 drivers of change emerged.

Future scenarios

Five scenarios were constructed on the basis of the impact and influence of the drivers. These scenarios are described in detail in the final report and are also summarised in the leaflet. By thinking about the future in different ways, the scenarios help the Council to learn more about what the future might hold for its residents.


Vision for 2028

From understanding the various assumptions and risks that are present in the scenarios it was possible to create a 'Vision', which reflects a realistic version of the Royal Borough in 2028. The vision is built around five central themes, outlined in the report and the leaflet, that were agreed as being the most important to the future of the Royal Borough. Implications for the Royal Borough and its decision-making processes are also captured in the report and leaflet. These implications ensure that the future of the Borough is kept at the forefront of the mind when making important decisions today.
