Primary Capital Programme
What is the Primary Capital Programme?
The Primary Capital Programme (PCP) is a national, 14 year
capital grants programme which aims to:
- rebuild, remodel or refurbish about half of the primary schools
nationally
- support national policy agenda: Children’s Plan, world class
standards, ECM agenda, diversity and responsiveness, extended
services, personalisation
- target and address deprivation nationally, and in every local
authority
- place primary schools at the heart of the community, with ICT
and children’s service in reach of every family
- improve links between schools and Early Years settings (that is
through co-location with children’s centres)

What does this mean for the Royal Borough of Kensington and
Chelsea?
On 12 November 2008, we were notified by the Department for
Children Schools and Families that our Primary Strategy for Change
submission had been approved and the capital funding for the first
two years, a total of £8.3million, confirmed. The Primary Strategy for Change outlines where the
borough is now, and the long-term aims and short-term aims of the
borough for primary school provision.
Middle Row and St Marys Schools were identified as our initial
investment priorities through an evaluation process which took
place with all the schools early this year. More details of this
process can be found in the Primary Strategy for Change
document.
In the summer of 2009 the council undertook a competition to
choose the most suitable architect to design the two scools. The
winner of the competition was Penoyre and Prasad Architects.
Communication and consultation
The design will be developed in close
consultation with the schools, Local Authority, Diocese of
Westminster, pupils, parents, staff, governors and local
residents. The consultation process has already begun with a
number of meetings taking place with each school’s senior
leadership teams and a pupil questionnaire at both schools
(undertaken in the last school year, 2008/09). This survey
asked pupils what they thought about their current school and what
they would like to change.
