Community Strategy and Local Area Agreement

What is the Community Strategy?

A Community Strategy is a plan for the future.

The Community Strategy, titled 'The Future of Our Community' in Kensington and Chelsea, is an over arching statement of priorities in the local area for the organisations and sectors involved in the Kensington and Chelsea Partnership. It draws on other more detailed plans and strategies that are developed within these organisations and provides some headline goals which the Partnership wants to achieve within the next ten years. The strategy is developed by consulting each of the organisations within the Partnership involved in delivering it, and local residents and businesses in the borough to determine what the headline goals should be and to identify detailed aims and objectives which will help to deliver these goals.

The Community Strategy is accompanied by 'A Picture of Our Community', which contains detailed research and facts and figures that support the headline goals. The strategy is also accompanied by a delivery plan, titled 'Delivering for Our Community', which shows specific performance indicators against each of the aims and objectives within the strategy that will track the progress towards meeting the headline goals.

The Partnership publishes an annual progress report against the indicators in 'Delivering for Our Community', and will review those targets negotiated with Government every six months. The Partnership will review the Community Strategy in three years time to make sure that the headline goals still represent current priorities.

The most recent versions of 'The Future of Our Community' and 'A Picture of Our Community' were published in December 2008. 'Delivering for Our Community' was published in April 2009.

What is the Local Area Agreement?

The Local Area Agreement is known as a set of targets which show how the Partnership is delivering its priorities in the local area. In Kensington and Chelsea, the Local Area Agreement is 'Delivering for Our Community', since this is the delivery plan for the Community Strategy which sets out the Partnership’s priorities in the local area. 'Delivering for Our Community' consists of ‘designated targets’, which are those targets the Partnership negotiated with Government and ‘local targets’, which are those targets partners negotiated amongst themselves. As with the community strategy, 'Delivering for Our Community' was developed by consulting each of the organisations within the Partnership to determine what measures should be used to track progress in delivering the Community Strategy. 

'Delivering for Our Community' is the second Local Area Agreement for Kensington and Chelsea. The first Local Area Agreement ran from 2006/07 to 2008/09 except for one target, which continued into 2009/10.
