Pavement peddlers penalised

30 June 2003

Two-wheeled terrors cycling on the pavement are now being ticketed in the Royal Borough of Kensington and Chelsea for the first time in over ten years. Thanks to the efforts of Police Community Support Officers (PCSOs) over 60 pavement peddlers have received fixed penalty notices of £30 since April.

A spate of recent letters to local newspapers has indicated how serious an issue this has become, with one elderly lady knocked over three times on the pavement. Whilst it has always been illegal to cycle on the pavement, regular police officers have not had the time to focus on this sort of crime. With the recruitment of new Police Community Support Officers however, their focus is on just this sort of issue.

Councillor Nicholas Paget-Brown, Cabinet Member for Regeneration, Community Safety and External Relations said: "The PCSOs add to the eyes and ears of the police and supplement the work of the Council. From their position on the street they're in the perfect spot to deal with pavement cyclists and other issues that I know give concern to residents such as graffiti, littering and other kinds of anti-social behaviour.
