Action against one-man crime wave1 July 2003A 70 year-old public menace has today (10 July) been made the subject of an Anti-Social Behaviour Order (ASBO). The Royal Borough of Kensington and Chelsea has secured the order following a spate of serious and violent incidents at the hands of Royston Hughes, of 7 Hereford Buildings, 49 - 51 Old Church Street SW3 5BX. The ASBO which applies anywhere within Kensington and Chelsea prohibits ticket touting; verbal abuse; threatening anyone with violence; intimidation; or assault. The action also sees the defendant prohibited from being in the vicinity of Earl's Court Tube Station at any time. Royston Hughes' convictions already include: assault on police; common assault; being drunk and disorderly; two counts of possession of cannabis resin; six counts of threatening, abusive or insulting behaviour; and a further three counts of supplying Class A drugs. Should Royston Hughes breach the terms of today's five year Order he may ultimately face a significant prison sentence. Maximum sentences could see imprisonment for six months by a magistrate or as long as five years if served in the Crown Court. Leader of the Council, Councillor Merrick Cockell said: "Today's Order finally means some justice for the residents of our Borough, albeit limited. It is staggering that a Council has had to resort to such action in order to limit the damaging behaviour of a man, who many would consider, already has a shocking criminal record worthy of much harsher punishment."
