Residents' Charter
The Royal Borough of Kensington and Chelsea and the City of Westminster want Carnival to be a magnificent spectacle and something that everyone can be proud of.
To be successful, Carnival needs to be safe, and leave behind good memories.
In partnership with the Metropolitan Police, both councils are supporting the LNHC in its efforts to put on a safe and successful Carnival.We are all determined to make Carnival 2005 the best ever, and to get a fair deal for local residents as well.
The charter describes what the councils will do to help residents in the Carnival area. It has the support of LNHC.
- The councils support the efforts of LNHC to make Carnival safe and successful.The councils and LNHC will ensure the Carnival community and residents have their say on the plans for Carnival 2007
- Our top priority is a safe and successful procession that finishes on time, with normality returning around 9pm. Better management of the route is key to the safety and success of the procession
- We will do what we can to stop North Kensington and other areas being used for a large late-night private party after Carnival is over
- We will take action to make sure licensed stallholders stop trading at the time specified on their licence, and do not go on trading late into the night
- We will work closely with the police to control illegal street trading and illegal alcohol sales
- We share residents' concerns about the problems caused by unlicensed trading and sound systems on private land, for example, the use of front gardens. We will share information with the TMO and other social landlords so we can target the worst offenders
- We are glad that nearly all the static sound systems behave responsibly and close down at around 7pm. The councils want to maintain the good relationship with the sound systems so we can agree to stick to this time
- SITA and Onyx did a good job cleaning up the Carnival area last year. The councils will continue to work with their contractors to ensure the area is cleared to the same high standards in 2007
- The councils will offer the usual free cleaning services for residents whose properties are littered or fouled during Carnival
- The councils are pleased that the new pissoirs and chemical toilets have been a success, and want to work with tenants' and residents' associations to identify acceptable locations for more of these facilities
