The Annual Monitoring Report
Under the Planning and Compulsory Purchase Act (2004) every
local planning authority has a responsibility for reporting the
extent to which the policies set out in local development plans are
being achieved. To this end this Council has produced an Annual
Monitoring Report, or AMR, since 2006. Whilst this Council’s AMRs
have concentrated on the issues that are considered to be of
particular relevance they have also had to comply with the
requirements of the planning regulations, report set time periods,
include certain specified elements and have included certain “Core
Output Indicators”.

However, the regime under which the AMR is produced is currently
in a process of transition. Guidance on local plan monitoring has
been formally withdrawn and Local Planning Authorities (LPAs) can
now choose which targets and indicators they wish to include in
their report.
This AMR will, therefore, differ in nature from those we have
prepared in the past. It does not monitor for monitoring’s sake. It
only includes those indicators which assist the AMR in performing
its function – are the policies within the Core Strategy
working?
Every effort has been made to include the most up-to-date
information available. However, for consistency when considering
policy usage and changes to floorspace, the AMR covers a time
period from 1st April 2010 to 31st September 2011. The AMR fulfils
the legal requirements set out in Regulation 48 of the Town and
County Planning Regulations 2004.
