St George Coffee, 124c and 126 King’s Road, London, SW3 4TR (“the Premises”)
The Committee has considered an application for a grant of a premises licence under the Licensing Act 2003 in respect of the above Premises. The Committee has considered the committee papers and the submissions made by all of the parties, both orally and in writing. In reaching its determination, the Committee has had regard to the relevant legislation, the Secretary of State’s Guidance (“Guidance”) and the Licensing Authority’s Statement of Licensing Policy (“SLP”). In summary, the Committee has determined, after taking into account all of the individual circumstances of this case and the promotion of the four licensing objectives:-
1. To grant permission for the sale by retail of alcohol on the Premises:- Monday to Saturday from 10:00 to 22:00 Sunday from 10:00 to 21:00
2. To grant permission for the opening hours of the Premises to be:- Monday to Saturday from 08:00 to 22:30 Sunday from 09:00 to 21:30
3. The licence is subject to the following conditions proposed by the Applicant (some of which were amended by the Committee with the Applicant’s agreement), namely:-
3.1 The sale by retail of alcohol on the Premises shall only be sold by waiter or waitress service for consumption by customers seated at tablesin the Premises. 3.2 Substantial food and non-intoxicating beverages (including drinking water) to be equally available throughout the Premises during the whole of the permitted hours. 3.3 The consumption of alcohol on the Premises shall cease, and the Premises shall close to customers and all customers shall be off the Premises, no later than 30 minutes after the end of the permitted hours for the sale by retail of alcohol on the Premises. 3.4 A “Challenge 25” age verification policy shall be operated at the Premises during the permitted hours for the sale of alcohol and staff shall be trained in respect of the policy. Staff shall ask for proof of age from anyone they suspect of being less than 25 years of age. The only acceptable forms of identification shall be a photo style driving licence, a passport, a photo identification card bearing the PASS logo in a hologram format or military ID. 3.5 A notice shall be clearly displayed on the Premises showing that a Challenge 25 Policy is operated at the Premises. 3.6 There shall be CCTV in operation at the Premises and;
