Decisions and the Forward Plan

The key policy, service and financial decisions made at the Council

Every day, the Council makes decisions that affect people who live and work in the Borough. The Council has two categories of decisions which are considered the most important policy, service and financial decisions.

Key Decisions

These are taken by councillors in the Leadership Team and involve:

  • contracts, capital expenditure and/or sale of property or interests in property (e.g. leases) with a value of £1.5 million or more;
  • a revenue expenditure or income of £500,000 or more;
  • an individual grant of £50,000 or more; and/or
  • something which will have a significant effect on those living or working in two or more wards.

Key Decisions are either made at a public meeting of the Leadership Team or by individual members of the Leadership Team.

Executive Decisions

These are decisions which do not fall within the definition of a Key Decision. They involve income or expenditure of £100,000 or more, or in the case of contracts, are valued above £181,302. Executive Decisions are taken by the Executive Director of the relevant department.

Forward Plan

The Forward Plan is a list of Key and Executive Decisions planned for the next four months. Items will be put on the Plan well in advance and the Plan is updated daily. It tells you who will make the decision, the relevant contact officer to find out more about the decision, along with the earliest date the decision will be taken and details of any planned public engagement/consultation.
