Mutual Exchange Scheme

What is it?

This scheme is for people who are already housing association or Council tenants and want to swap their property with another tenant. This could be because they want a larger or smaller property or wish to move to another area.

Who is eligible?

Most people with a social tenancy in their name who do not have any rent arrears or a history of antisocial behaviour. More information is available below:

How it works

The Council has its own scheme which is run online. Most of the properties available are in the borough, but there are also many properties available in other parts, and outside, of London. If your landlord is part of the scheme, you can register your details and provide information about your property.

Please note: the new online scheme was launched on 10 June 2013. If you previously registered with us, you will need to register again.

You can then search for other properties you may be interested in exchanging to.

Other mutual exchange schemes

There are also larger independent nationwide exchange schemes called Homeswapper and Exchange Locata. Most landlords have signed up to one or both of these schemes so it should be free for you to register; otherwise there is a monthly fee. These sites have a much greater choice of properties both inside and outside of London.
