Special Educational Needs and Disabilities Strategy (2021-2024)

  • This strategy sets out the plans of the borough to improve outcomes for local children and young people who have special educational needs and/or disabilities.

Children and Young People's Plan 2023-26

  • Our Bi-Borough Children and Young People’s Plan (CYPP) is the overarching strategy for Children’s Services and sets out what Westminster and Kensington and Chelsea Councils want to achieve with, and for, Children and Young People over the next three years.

Local Area SEND Self-Evaluation 2022/23 (Q4 - January - March 2023)

  • This is a summary of the borough's SEND Self-Evaluation. It shows areas where the borough is performing well, and also areas where we believe there is need for development. It has been coproduced with families.

SEND Co-production Memorandum of Understanding

  • This memorandum of understanding details the Bi-borough's vision for coproduction between families and the local authority and sets out our strategy for how this is to be achieved.

Joint Commissioning Plan 2022-24

  • This document sets out how the local authority will work jointly with the local Integrated Care Board (ICB) to ensure that high-quality services are commissioned for children and young people (aged 0-25 years).

Autism Strategy (2020-2025)

  • The purpose of this strategy is to ensure that autistic people and their parents, partners, allies and families get the support they need to live full, safe, happy and healthy lives. It considers what must be done to address our duties as Councils and NHS bodies and what is known about the needs and wishes of autistic people and their families in Westminster and Kensington and Chelsea.

Joint ICB and Bi-Borough Children and Young People's Emotional Wellbeing and Mental Health Plan - 2022-2024

  • This document sets out how the local authority will work jointly with the local Integrated Care Board (ICB) to deliver our shared ambition for Emotional Wellbeing and Mental Health Services, map current provision and outline key next steps to improve our offer.

Special Provision Capital Fund Plan

  • In 2017 the Department for Education announced the introduction of a new capital fund for all local authorities to enhance facilities for children and young people with special educational needs and/or disabilities. This plan sets out how the capital grant fund will be spent locally.

Inclusion Strategy

  • This document sets out our collective ambitions through this strategy to; reduce the number of children and young people being removed from mainstream education as a result of their behaviour; address factors that lead to specific groups of children and young people being disproportionately affected by exclusion; drive a whole system commitment to work with children and youn people at risk of exclusion in a trauma informed way; improve outcomes for children and young people who are excluded; improve reintegration rates from alternative provision back into mainstream education

Joint Strategic Needs Assessments

  • Joint Strategic Needs Assessments (JSNA) draw together evidence from a range of sources including the views of parents, young people and professionals, education, health and social care data, to describe a picture of need and service provision across the borough.
