Money Matters Q&As

On this page, you can find answers to your questions regarding help with money and financial matters if you have a child with special educational needs and/or disabilities (SEND).

All the questions have been submitted by local parents and answered by Local Authority staff. Click on a question to read the response.  

Is there financial support available to help me with caring for my child?

You may be eligible for financial support to help you with caring for your child. Some of this financial support is offered to parents of all children, while other support is specifically reserved to support parents of children with special educational needs and/or disabilities. Much of this support is dependent on your individual family circumstances including your income.

What is a personal budget?

If your child currently accesses specialist education, health or social care services through the Local Authority, you may instead elect to have money paid directly to you so that you can decide which services you buy and which support best suits you and your child. This is called a personal budget.

Personal budgets aim to improve personalisation in care, allowing you to organise a range of services tailored to your individual circumstances. It acts as an alternative to the more one-size-fits-all approach that might be available if the Local Authority were to manage your services for you.

What is Disability Living Allowance (DLA)? Who is eligible and how can I apply?

Disability Living Allowance (DLA) is a financial benefit that may be awarded to children (aged under 16) who have a disability. The value of the benefit ranges from £22.65 and £145.35 a week and depends on the level of your child’s needs rather than your income.

In order to be eligible, your child must have a disability which either:

  • impairs their mobility, or
  • means they need much more looking-after than a majority non-disabled children their age.   

You must also be a permanent resident of the UK and your child must have lived in the UK for two of the last three years (if older than three years).

In order to apply for DLA, you will need to fill in an application form. You will need to send it to the address printed on the top of the form. 

Your child will be assessed by a health professional which will help to identify the level of your child’s needs.

What is Personal Independence Payment? Who is eligible and how can I apply?

Personal Independence Payment (PIP) is a financial benefit that may be awarded to young people and adults (aged 16 and over) who have a disability. The value of the benefit ranges from £22.65 and £145.35 a week and depends on the level your child’s needs.

In order to be eligible, your child must have a disability or health condition which both presents difficulties with day-to-day life and/or with getting around that have lasted for at least 3 months and are expected continue for at least the next 9 months.

You can make an application for PIP through the telephone or via post. For details on how to apply please refer to information on the Government’s website.

What is a Disabled Freedom Pass and how can I get one?

A Disabled Freedom Pass is a photo card available to people with an eligible disability which allows travel on London’s public transport (buses, tube, trams and national rail) for free, as well as free bus travel across the country.

To be eligible for a Disabled Freedom Pass you or your child must be aged at least 5 years, live in London and have one of the disabilities listed in the Transport Act 2000. For more information on disabilities covered in this Act, please click here.  

To apply for a Disabled Freedom Pass you will need to contact the Local Authority to ask for an application form. You can do this by calling 020 7361 2390 or emailing accessible.transport@rbkc.gov.uk.
