Cllr Elizabeth Campbell, leader of Kensington and Chelsea Council, said: “We know and understand that this council needs to change and needs to improve.
“Our officers perform many tasks very well and we do provide good services across many areas, but we need be more accountable, listen to our residents and communities and involve them in the decisions that matter to them.
“It will take time, but we are already doing a huge amount, including significant changes to make sure services are joined-up, and giving training to councillors to help them deliver their role as community leaders and improve democratic accountability.
“If we fail in this endeavour, there will be no excuse, and you will hear no excuses from me – I want to make this happen.
“We thank the Centre for Public Scrutiny and we will look at the recommendations closely as we seek to transform this authority into a council that residents value and that staff can be proud of.”
