Prior approval under Part 16, Schedule 2 (as amended) of the Town and Country Planning (General Permitted Development) Order 2015 is hereby withheld on grounds of siting and appearance. The proposed telephone kiosk would hinder pedestrian movement by interrupting desire lines on a very busy stretch of pavement approaching High Street Kensington station, and would form an obtrusive addition to existing street clutter harming the appearance of the street in views in both directions towards and past the kiosk. As such, the proposed kiosk would be contrary to policies of the development plan, in particular CT1 CR4, and CL6 of the Consolidated Local Plan.

Refused/No pre-app or discussion
To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website. A pre-application advice service is also offered. In this case the proposal does not comply with guidance and policies. No pre-application discussions were entered into, but the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of any new planning application.
