The proposed development , in the absence of a Legal Agreement to secure affordable housing to the meet the Council's housing needs, and appropriate provision for infrastructure that directly relates to the development, would fail to adequately mitigate the impact of the development on the wider area and provide for the necessary social and physical infrastructure improvements arising directly from the development. Therefore, the proposal would be contrary to policies in the London Plan 2015 in particular policies 3.12 and 6.1 and policies in the Local Plan , in particular policies C1, CH2 and CH4
