The proposed casino, by reason of its scale and the nature of the use (including its proposed hours of operation), would lead to an intensification of the use of the site, which would have a detrimental impact upon the character of the surrounding primarily residential area and, unless sufficient and convenient on-site parking is provided and used by patrons, would lead to an unacceptable increase in on-street parking. As such, the proposal would be contrary to policies contained in the Unitary Development Plan, in particular Policies LR34, LR35 and TR36.

The proposed casino would result in late night noise and disturbance from patrons and vehicles arriving and leaving the site, which would be harmful to the residential amenity currently enjoyed by the occupiers of the surrounding primarily residential area. As such, the proposal would be contrary to policies in the Unitary Development Plan, in particular Policies CD40, TR36 and LR34, and policies in the London Plan, in particular Policy 4A.14.

The proposed first floor extension, by reason of its size, scale, bulk and design would represent a harmful addition to the main Warwick Road elevation of this prominent building and have an adverse effect on views from the adjoining Conservation Areas, contrary to policies in the Unitary Development Plan, in particular Policies CD27, CD47 and CD63.
