The proposed development by virtue of its layout, bulk, massing, detailed design and treatment of open space is not considered to provide a of sufficient high quality of design. Therefore, the proposal is considered contrary to this Council's planning policies as contained in the Unitary Development Plan (as amended) , in particular, Policies CD27, CD28, CD38 and CD39 and Supplementary Planning Guidance contained in the Warwick Road Planning Brief

The proposal fails to provide adequate on site affordable housing provision based on the identified needs of the Royal Borough. Therefore, the proposal is considered contrary to policies contained in the London Plan (February 2008), in particular Policies 3A.9 and 3A.10 and Supplementary Planning Guidance contained in the Warwick Road Planning Brief

3)

The proposal fails to provide for any social and community facilities reasonably required for the potential occupiers of the development. Therefore, the proposal is considered contrary to this Council's planning policies as contained in the Unitary Development Plan (as amended), in particular, Policies H8 and SC6 together with Supplementary Planning Guidance in the Warwick Road Planning Brief

4)

The proposed development fails to provide sufficient measures to produce a highly sustainable development. Therefore, the proposal is considered contrary to policies contained in the London Plan (February 2008) in particular, Policies, 4A.3, 4A.4, 4A.6 and 4A.7 and Supplementary Planning Guidance in the Warwick Road Planning Brief

5)

The proposed development fails to demonstrate that it would not result in, or add to congestion on road and public transport networks, on street parking pressure or a decrease in road safety nor does it provide any mitigation measures in respect of these matters. Therefore, the proposal is considered contrary to this Council's planning policies contained in Unitary Development Plan ( as amended) in particular, Policies TR35, TR36, TR9 and TR37and Supplementary Planning Guidance in the Warwick Road Planning Brief
