The proposal, by reason of the loss of a historic front boundary treatment, a design feature characteristic of the historic townscape, would cause less than substantial harm to the designated heritage asset without providing public benefit to outweigh the harm. As such, the proposals fail to preserve the special architectural and historic interest, character and significance of the listed building and the character and appearance of the conservation area, contrary to policies CL1, CL2, CL3, CL4 and CL11 of the Local Plan 2019, and guidance contained within the NPPF.

The proposal, by reason of the unacceptable reduction in footway width, would result in a detrimental impact on the safety of passing pedestrians and would fail to maintain the primary function of the public footway allowing for the free, safe and secure passage of pedestrians. As such, the proposal is contrary to polices CT1 and CR4 of the Local Plan 2019 and the guidance contained in the Transport and Streets SPD.

The proposal, by reason of the loss of the front garden, would fail to demonstrate that there would be an acceptable impact on the local biodiversity and would fail to maintain an acceptable landscape quality in the context and character of the townscape. As such, the proposals are contrary to policy CR6 of the Local Plan 2019.
