Conditions and reasons:

1)

The proposed roof extension, by reason of its detailed design, bulk and massing, and prominance in long views, would have an adverse impact upon the character and appearance of the building and this part of the Queen's Gate Conservation Area. The proposed development would also have an overbearing impact and an adverse effect upon the listed buildings adjacent to the site, to the detriment of their setting. As such, the proposal conflicts with Policies CD25, CD38, CD39, CD48, CD52, CD53 and CD61 of the Unitary Development Plan, and alterations thereto.

The proposed extension, by reason of its design, bulk and massing, would result in an unacceptable increase in the sense of enclosure to the properties to the south of the site, and therefore have an adverse impact upon the residential amenities enjoyed by those dwellings. The proposed development would therefore conflict with Policy CD30a of the Unitary Development Plan, and alterations thereto.

3)

The proposed use as temporary sleeping accommodation would result in a pattern of vehiclular and pedestrian activity associated with the proposed use, in an area already recognised as having a signficiant number of similar uses, which would be inconsistent with and detrimental to the character of the surrounding residential area. As such, the proposal would be contrary to the provisions of the Unitary Development Plan, in particular policies T1a and T4.
