The provision of an ancillary chauffeur service operating from the existing hotel car park would not make a material change in use of the building or land. The proposed use within the description of development would therefore not amount to development requiring planning permission, as defined by Section 55(1) and Section 55(2) of the Town and Country Planning Act 1990 (as amended). As such, the proposed works would be lawful, and the certificate is granted.
