The proposed fenestration to the front elevations of 96 and 98 Princedale Road, by reason of their size, arrangement and detailed design would constitute insensitive and unsympathetic alterations which would harm the character and appearance of the host building and surrounding conservation area, contrary to relevant policies of the Council's development plan, in particular Core Strategy policies CL1, CL2, CL3 and 'saved' Unitary Development Plan policy CD63.

The proposed fenestration to the front elevations of the proposed dwelling on Pottery Lane, by reason of their size, arrangement and detailed design would constitute insensitive and unsympathetic feature which would detract from the design quality of the proposed dwelling and would fail to preserve the character and appearance of this part of the Norland Conservation Area, contrary to relevant policies of the Council's development plan, in particular Core Strategy policies CL1, CL2, CL3, 'saved' Unitary Development Plan policies CD55 and CD63 and policy N1 of the Norland Neighbourhood Plan.

The applicant has failed to demonstrate, in the absence of a satisfactory planning obligation, that the proposed development would mitigate its impact on infrastructure including education facilities, health facilities, and community facilities, contrary to policy C1 of the Core Strategy adopted 8 December 2010 and the Planning Obligations SPD adopted 17 August 2010.

The applicant has failed to demonstrate, in the absence of a satisfactory planning obligation, that the proposed development would mitigate its impact on parking and highways, contrary to policy CT1 of the Core Strategy adopted 8 December 2010 and the Transport SPD adopted 10 December 2008.
