By virtue of their visibility and reflective nature the proposed solar panels would form a visually intrusive, incongruous and unsympathetic addition to the roof which would disrupt the unaltered main roof line, and would fail to preserve the special architectural, historic interest and setting of the listed building. The public benefits gained by the installation of the solar panels, in terms of sustainable energy, would not outweigh the less than substantial harm caused to the listed building.
