The proposal would be likely to materially compromise the operation, future flexibility and viability of the public house use, and fail to protect this Asset of Community Value. For this reason, the proposal fails to satisfy the objectives of development plan policies in particular Local Plan Policy CK2 to resist the loss of public houses in the Borough, Norland Neighbourhood Plan N9 and London Plan Policy HC7.

In the absence of a completed legal agreement to ensure that the new dwellings would have no entitlement to park in resident's permit parking bays ("permit-free") the proposal would fail to have an acceptable impact on the highway contrary to development plan policy, in particular Local Plan policy CT1 and the Transport and Streets SPD.
