A number of shortcomings were highlighted in the draft CTMP and then again in CON/16/02015 and none of these have been addressed. The following issues with the CTMP must be addressed before a resubmission: Q11- The site plan must extend beyond the property line and include the highway in front of the property. Without this it is not possible to assess the impact of this development of the neighbouring residents or whether access to adjacent properties would be impacted. Q13 - Providing the site plan is acceptable, the proposed spoil removal is likely to be acceptable. The applicant must, however, demonstrate that pedestrians are protected when grabbing over the footway is taking place. This would typically involve banksmen at either end of the footway when the grab lorry is operational. Should a pedestrian wish to pass the banksmen would ask them to wait and then instruct the grab lorry operator to return the grab arm to within the vehicle. Once the grab arm is back within the vehicle the pedestrian would be instructed to pass. The grabbing process may only resume when the pedestrian is clear of the other banksmen. This process must be clearly outlined within the relevant sections of the CTMP. Q14 - The contradiction stating no lorry is required should be removed as the following sentence states a lorry will be required. Appropriate ramping must be provided when pumping concrete over the footway and this must be detailed in the CTMP. Q16 - The language in this response should be altered. Vehicles in the way of pedestrians should not 'endeavour to move as soon as possible'. The response should simply say that vehicles will move if any pedestrian/vehicular access is blocked.
