By virtue of its size, design, location, and method of illumination, the proposal would fail to preserve or enhance the character of the area and would affect the setting of neighbouring conservation areas and listed buildings and would add clutter, confusion and visual harm to the streetscape, contrary to Local Plan 2019 policies CR4, CL3, CL4 and CL11.
