Conditions and reasons:

1)

The loss of a 1 x 2 bedroom flat through the amalgamation of both upper floor levels dwellings would reduce the supply and choice of housing available within the Borough and would fail to contribute to meeting housing targets and housing needs for the Borough and London as a whole by ensuring a net increase in residential accommodation. Therefore, the proposal would conflict with London Plan policies 3.3, 3.9 & 2.14, Draft London Plan policies (H1)(H3)(H11), policies CH1 & CH2 of the Local Plan 2019 and the advice presented in the Mayors Housing SPD 2016.

2)

Insufficient information has been provided to demonstrate that the proposed structure within the rear garden would not have a detrimental impact on the existing flora, namely the mature London Plain tree, contrary to policy CR6 as set out in the Councils Local Plan 2019 and the National Planning Policy Framework.

3)

Due to the lack of information, the applicant has failed to demonstrate that the proposed works would preserve the special architectural and historic interest of the listed building, contrary to development plan policies, in particular policy CL4 of the Local Plan, as well as the National Planning Policy Framework.

4)

The proposed internal and external alterations and the proposed extension would cause 'less than substantial' harm to the special interest and significance of the listed building, without sufficient public benefits to outweigh this harm, and would therefore conflict with Local Plan policy CL4 as the National Planning Policy Framework.
