By reason of its prominent position, scale, bulk and detailed design, the proposed extension would be an incongruous and unsympathetic addition that would disrupt the front elevation of the building. This would harm the integrity and special interest of this listed building and the listed terrace of which it forms part. There would be insufficient public benefit to justify or outweigh this harm. The proposal would be contrary to Local Plan policy CL4 as well as the statutory requirements for development affecting a listed building.
