The proposed extensions and alterations would fail to preserve the special architectural and historic interest and heritage significance of the listed building. The proposal would cause less than substantial harm to this designated heritage asset and there are no public benefits to outweigh or justify this harm. As such the proposal is unacceptable and would be contrary to Development Plan policy, in particular Local Plan 2019 policy CL4, the NPPF, and the statutory requirement for development affecting a listed building.
