This case has not yet been decided.
The application fails to demonstrate that the proposals would preserve the special architectural or historic interest of the listed building contrary to the NPPF and development plan policy, in particular Consolidated Local Plan policy CL4.
Refused despite pre-app adviceTo assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service.
Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to. Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
Unique textPlease note that the red line on the location plan only surrounds the footprint of the existing infill extension. The site plan therefore does not meet the statutory requirements. The Planning Guidance states the following in relation to location plans: 'The application site should be clearly edged with a red line on the location plan. It should include all land necesssary to carry out the proposed development (e.g land requireed for access to the site from a public highway, visiblity splays, landscaping, car parking and open areas around buildings). A blue line should be drawn around any other land owned by the applicant, close to or adjoining the application site.
Unique textThe address for the application refers to the 'ground floor flat', however the extension doesn't seem to adjoin 'Flat 2' and the drawings indicate that the proposed extension would be accessed from the communal staircase. Clarification required.
Policies of Particular RelevanceYou are advised that this application was determined by the Local Planning authority with regard to Development Plan policies including relevant policies contained within the London Plan 2015 (Consolidated with Alterations since 2011); the Consolidated Local Plan 2015 and the 'Saved' policies of the Unitary Development Plan adopted 25 May 2002.
