Conditions and reasons:

The proposed external staircase, by reason of its uncharacteristic size, design and positioning, would dominate the rear elevation forming an incongruous addition, at odds with the harmonious and balanced character of this building and terrace. The staircase would conceal the building's brickwork and openings and would add clutter to a rear fa╪ade. This would spoil an essentially plain, simple and original elevation. The proposal would therefore fail to preserve the character and appearance of the property, the terrace and this part of the Norland Conservation Area, contrary to the policies of the development plan in particular Consolidated Local Plan policies CL1, CL2, CL3, CL6 and CL11, adopted July 2015, and policy N1 of the Norland Neighbourhood Plan.

The applicant has failed to demonstrate that the proposed condenser unit would safeguard the living conditions of neighbouring occupants. In order to demonstrate compliance with noise and vibration criteria an Acoustic Noise Report would need to be submitted to support the application. No report has been submitted, and therefore the applicant has failed to demonstrate that the condenser unit would safeguard existing levels of residential amenity. Therefore, the proposal fails to comply with Local Plan Policy CE6 and CL5.
