Conditions and reasons:

1)

Time Limit The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason - As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions.

2)

Compliance with approved drawings The development shall not be carried out except in complete accordance with the details shown on submitted plans
Reason - The details are material to the acceptability of the proposals, and to ensure accordance with the development plan.

3)

Partition wall constructed and maintained No works shall commence to the extensions / additions hereby approved at lower ground floor level until the internal partition wall that would separate the two reconfigured flats (this partition wall is shown in Drawing 1287.10.03.Pln.021 Rev A) has been fully constructed. The partition wall shall be maintained thereafter.
Reason: The loss of the studio flat through amalgamation of the two dwellings would reduce the supply and choice of housing available within the Borough and would fail to contribute to meeting housing targets and housing needs for the Borough and London as a whole by ensuring a net increase in residential accommodation, to comply with London Plan policy 3.14, Consolidated Local Plan policies CH1, CH2, and H17, and the advice presented in the Mayors SPD 2016.

Pipework - Painted black All external pipework/ductwork shall be painted black and so maintained.
Reason - To preserve or enhance the appearance of the building and/or the character of the area, in accordance with policies of the development plan in particular policies CL1, CL2 and CL6 of the Consolidated Local Plan.

Pointing, re-pointing, and jointing The mortar mix shall match the original construction mortar of the building with regard to the grading of the aggregate, finish, and colour. The mortar must be lime based (NHL as per EN459) with no cement content. The pointing profile shall match the original profile on the building. If the original pointing no longer exists, details of the re-pointing profile should be submitted to and approved in writing by the local planning authority before any such re-pointing takes place.
Reason - To preserve or enhance the appearance of the building and/or the character of the Conservation Area in accordance with policies of the development plan in particular policies CL1, CL2 and CL3 of the Consolidated Local Plan.

5)

Works to match - Sample panels required Sample panels of facing brickwork to the proposed extension and boundary wall, showing the proposed colour, texture, facebond and pointing shall be provided on site, and approved in writing by the local planning authority before the relevant parts of the approved works are commenced, and the sample panels shall be retained on site until the work is completed in accordance with the panel(s) so approved.
Reason - To ensure that the character and appearance of the area are preserved to comply with policies CL1, CL2, CL3, CL4 of the Development Plan.

6)

Demolition and stability Before any work is undertaken in pursuance of this consent to demolish any part of the building, such steps shall be taken and such works carried out as shall, during the progress of works permitted by this consent, secure the safety and stability of all parts of the building to be retained.
Reason - In order to safeguard the special architectural or historic interest and heritage significance of the building and comply with policy CL4 of the Consolidated Local Plan.
