The proposed development, due to its mass, height, prominent upper floor level location, detailed design and materials, would be visually obtrusive and fail to preserve the character and appearance of the property, the group of buildings of which it forms part and the Norland Conservation Area, contrary to the Development Plan in particular Local Plan policies CL1, CL2, CL3, CL6, CL8 and CL11, policies N1 and N2 of the Norland Neighbourhood Plan, as well as the statutory requirement for a conservation area.
