The proposed rear extensions and elevational alterations would fail to preserve the character and appearance of the conservation area and would cause less than substantial harm to the special architectural and historic interest and heritage significance of this grade II listed building, with insufficient public benefits to outweigh and justify this harm. As such the proposals would be unacceptable and would conflict with Development Plan policies, in particular Local Plan policies CL1, CL2, CL3, CL4, CL6, CL9 and CL11 and Norland Neighbourhood Plan policies N1 and N3, as well as the statutory requirements for development in a conservation area and affecting a listed building.

The raised terrace area above the proposed rear extension, by virtue of its size, form and elevated position adjacent to the boundary of 14 St. James's Gardens, would cause unacceptable overlooking and disturbance to these neighbouring occupiers. The proposal fails to comply with the development plan, in particular Local Plan policy CL5.
