Officers give great weight to the asset's conservation and the submitted justification for the extensive demolition is not considered convincing as such the proposals would fail to preserve the character and appearance of the conservation area and would conflict with Local Plan 2019 policies CL1, CL2, CL3 and CL11.

By virtue of the fact that it has not been demonstrated that the proposed substantial demolition is necessary the proposals would fail to conserve resources, increase efficiency and source sustainability and would thus conflict with the Circular Economy principles within London Plan policy SI7 and the recommendations of the Greening SPD.
