By reason of its size, height, position and illumination, the proposed advertisement would constitute an incongruous and uncharacteristic feature that would harm the visual amenity of the vicinity by an unacceptable degree, contrary to National Planning Practice Guidance as well as policy CR4 (e) of the Core Strategy and policy N8 of the Norland Neighbourhood Plan.
