The proposal would be unacceptable by reason of the impact on rear elevation design and fabric, and the internal creation of a stepped access to an open area, and the loss of historic fabric. The application therefore fails to preserve the special architectural and historic interest of the listed building, contrary to policy CL4 of the Consolidated Local Plan.
