The proposed rear extension, by reason of its elevated position, scale, and detailed design, would result in an incongruous and unsympathetic development, which would disrupt the distinct rhythm of closet wings along the terrace, harmful to the character and appearance of listed building and the terrace of which it forms part, failing to preserve this part of the Norland Conservation Area, contrary to policies contained in the Core Strategy (adopted December 2010), in particular CL1, CL2, CL3 and CL4, saved Unitary Development Plan (adopted May 2002) policies CD47, CD48, and CD63, Norland Neighbourhood Plan policy N1 (adopted 14th February 2014).
