In this case, the proposed amendments to planning permission PP/17/03623 to, add a small section of the retaining wall within the rear lower ground floor light well, replacement of the proposed staircase within the front light well with a fixed ladder, and rearrangement of the planting areas in the rear garden, would not materially alter the scale, form, appearance, description and siting of the approved development. This is because the amendments proposed do not introduce significant new elements to the approved scheme, rather, the amendments relate to minor improvement works to the approved elements of the scheme within discreet locations such as lower ground level. They are therefore acceptable as NMA on those grounds.
