The proposed conversion of the existing Part-Office/Part House of Multiple Occupation building to form one three bedroom single-family dwelling house with associated internal and external alterations; infilling part of the rear lightwell area at first floor level and the excavation and construction of a new lower ground floor level, underneath the whole footprint of the building would result in the loss of valuable and needed House of Multiple Occupation residential accommodation which is currently provided at the upper floor levels of the application site. As such, the proposal is contrary to saved policy expressed in the Unitary Development Plan 2002, as amended 28th September 2007, in particular Policy H20 (which is intended to protect a valuable form of lower cost accommodation for which there is an acute and prove need) and contrary to the Supplementary Planning Guidance - 02 relating to Housing Standards.
