The proposed conversion of the existing Part-Office/Part House of Multiple Occupation building to form three self-contained apartments (one studio, one 1 bedroom apartment and one 2 bedrooms maisonette) with associated internal and external alterations; infilling part of the rear lightwell area at first floor level and the excavation and construction of a new lower ground floor level, underneath the whole footprint of the building would harm the character and apperance of the premises, the terrace of properties of which it forms part and the Norland Conservation Area; the proposal would also result in the loss of valuable and needed House of Multiple Occupation residential accommodation which is currently provided at the upper floor levels of the application site. As such, the proposal is contrary to saved policies expressed in the Unitary Development Plan 2002, as amended 28th September 2007, in particular Policies CD27, CD47, CD50, CD57, CD58, CD61, CD62 and H20 and contrary to the Supplementary Planning Guidance - 02 relating to Housing Standards.
