The proposal, by reason of its location and use, the proposal results in harm to neighbouring premises by reason of the odours emitted and the proximity to neighbouring windows. As such the proposal fails to preserve the living conditions of neighbouring occupiers due to odour and the works are contrary to the policies of the Consolidated Local Plan, in particular policy CL5.
