The proposed rear first floor orangery/extension by reason of its poor design and appearance would cause less than substantial harm that would fail to preserve the special architectural or historic interest of this listed building, and would fail to preserve or enhance the character or appearance of the Norland Conservation Area. The proposal would be contrary to the Development Plan, in particular policies CL1, CL2, CL3, CL4, CL9 and CL11 of the Local Plan 2019, policies N1, N3 and N11 of the Norland Neighbourhood Plan as well as the NPPF and the statutory requirements for development affecting a listed building and within a conservation area.
