Conditions and reasons:

1)

The proposed cabinet would reduce the width of available footway along a pedestrian desire line to the north of the Russell Gardens pedestrian crossing and would result in significant detriment to the free passage of pedestrians along the footway contrary to policies CT1 (p) and CR3 (c).

2)

The proposed cabinet would be located against the low white wall of a building at a street corner and would be taller than the wall, would be visible from an entrance into the adjacent Conservation Area and would harm views along an identified vista in the Conservation Area and because of its size, bulk and unsympathetic appearance would be visually obtrusive in this location and harmful to the streetscape and would result in significant harm to the setting of the Conservation Area contrary to policies CR4 and CL3.
