The information submitted by the applicant fails to demonstrate with sufficiently precise and unambiguous evidence that on the balance of probabilities, all the items of roof level plant equipment presently featured on the rear roof parts of the property have been in situ for a period greater than four years or, alternatively, were permitted and implemented under the 2012 planning permission. In light of the failure to demonstrate this, the a Certificate cannot be issued at this time.
