The proposed development, by reason of the proposed glazing and of a lack of information or justification for the proposed development, including the proposed safety glazing, fails to demonstrate that the proposal would preserve the special architectural and historic interest of the listed building. On the basis of the submitted information, the proposal would cause less than substantial harm to this designated heritage asset and the proposed heritage benefits are insufficient to overcome the identified harm caused to the listed building. As such, the proposals are contrary to Consolidated Local Plan Policy CL4.
