The proposed door and balustrade, because of their location at third floor level and their design, would be unsympathetic additions to the Grade II Listed Building and would fail to respect the character of the building. As such, the proposal would harm the special architectural and historic interest of the listed building, contrary to the Council's development plan and specifically Consolidated Local Plan policy CL4.
