The proposed amalgamation would harmfully impact the listed buildings as there would be a harmful impact on the original circulation spaces of the houses, the original plan form and the loss of historic fabric. There are no substantial public benefits provided to overcome the less than substantial harm which would be caused to the listed buildings. The proposals are not in accordance with policy CL4 of the Consolidated Local Plan.
